Position Summary

This position is responsible for providing strategic IT leadership to ensure security, availability and reliability of PEC’s technology infrastructure and applications, and guide business partners to design reliable, scalable enterprise data and analytics platforms and systems that improve our business, member experience, and service operations.

Essential Duties and Responsibilities

• Direct a team of highly capable experts to assist analysts in the business with advanced analytics capabilities (e.g. advanced research, AI, and ML)
• Establish, implement, and maintain PEC’s data and analytics strategy and governance process, including full data lifecycle management
• Serve as the chief data architect for the enterprise
• Select, manage, and standardize data and analytics tools and technologies
• Advise IT team and business partners on best practices for data management and ensuing the business maximizing the use of data to aid decision making and story telling
• Develop and maintain enterprise data assets
• Create and enforce policy and procedures to ensure compliance with regulations
• Facilitate collaboration with technology and business partners to realize the value of information assets, and of the analytics used to render insights for decision-making and organizational insight
• Establish the strategy for managing data
• Develop methods to ensure consistent application and use of analytics
• Establish the governance of data and algorithms used for analysis, analytical applications and automated decision making
• Lead collaborative data and analytics practices and assure the ongoing relevance of PEC’s data and analytics strategy in collaboration with the CTO team and business leaders.
• Document and employ an enterprise data governance model that is consistent with the PEC capabilities and competencies required to execute the strategy.
• Expand the organization’s research and analytics offerings, especially in emerging analytical approaches, skills, and technologies, focusing them on digital business innovation.
• Develop and manage Technology capital and O&M budget and prioritizes purchases in alignment with PEC’s budgetary and fiscal policies and procedures.
• Work closely with PEC IT and Cybersecurity staff to implement infrastructure and processes for

  keeping the Utility’s datasecure. Collaborates on the development and implementation of an enterprise risk-based cybersecurity program that ensures prioritized and appropriate levels of protection for systems. Collaborates to facilitate meeting all relevant industry Cyber Security Standards (NIST/NERC/APA/etc.)

• Maintain familiarity with electric utility innovation projects, including system & plant automation, distribution automation, grid edge and behind-the-meter technology
• Consult on development of grid modernization strategy, including Transmission & Distribution (T&D) Automation/Smart grid and Technology projects, and their integration with the foundational technology architecture
• Establish external relationships with industry peers to exchange information and strategies and maintains up to date knowledge of state-of-the-art technology concepts and solutions with an emphasis within the utility industry, but also including non-utility concepts as they map to utility issues
• Work closely to ensure plans and strategies that enable PEC to achieve its strategic and tactical business objectives remaining in alignment with PEC’s Technology and Data strategy
• Build, promote, and oversee strategic relationships between divisions and units promoting trust and partnership
• Develop and manage relationships and collaboration opportunities with key vendors and technology partners
• Recruit, develop and lead a dynamic team of technical professionals, data managers, and other support functions to develop and execute the division’s strategic and tactical assignments
