The HSQE Manager is responsible for developing, implementing, and maintaining systems and processes to ensure compliance with all Health, Safety, Quality, and Environmental (HSQE) regulations and standards. This role ensures a safe and sustainable workplace, promotes a culture of continuous improvement, and maintains quality assurance across all business operations.

The HSQE Manager acts as the key liaison between management, employees, and external regulatory bodies to ensure that operational activities are conducted in a safe, compliant, and environmentally responsible manner.

Tasks:

  • Health & Safety
    • Develop, implement, and maintain workplace health and safety policies, procedures, and programs in line with local legislation and international best practices.

    • Conduct risk assessments, safety audits, and inspections to identify hazards and recommend preventive measures.

    • Lead and investigate incidents, near misses, and occupational injuries, ensuring root-cause analysis and corrective actions are implemented.

    • Deliver safety training and awareness programs for all levels of staff and contractors.

    • Maintain accurate documentation and reporting for regulatory compliance and internal monitoring.

  • Quality Management
    • Develop and oversee the Quality Management System (QMS) in accordance with ISO 9001 standards.
    • Monitor and evaluate quality performance indicators, identifying trends and improvement opportunities.

    • Conduct internal and supplier audits to ensure product and service quality meet required standards.

    • Collaborate with production, operations, and procurement teams to implement process improvements that enhance efficiency and consistency.

    • Manage customer feedback, complaints, and non-conformance reports to ensure timely corrective and preventive actions (CAPA)

  • Environmental Management
    • Develop, implement, and maintain Environmental Management Systems (EMS) in alignment with ISO 14001.
    • Monitor compliance with environmental laws and regulations, including waste management, emissions, and resource conservation.

    • Drive initiatives for energy efficiency, pollution prevention, and sustainability.

    • Conduct environmental impact assessments and implement strategies to reduce the company’s carbon footprint.

    • Promote awareness and training on environmental responsibility across all departments.

  • Leadership & Continuous Improvement
    • Lead a culture of safety, quality, and environmental responsibility throughout the organization.
    • Support management in achieving corporate HSQE objectives and KPIs.

    • Keep up to date with legislative changes and industry best practices, recommending proactive measures.

    • Prepare and present regular HSQE performance reports to senior management.

    • Foster collaboration and engagement through cross-departmental communication and training.

  • Compliance with regulatory and certification requirements.
  • Achieve quality and environmental KPIs.
  • Successful completion of internal and external audits.
  • Ensure Company policies and procedures regarding health, safety, quality and environment are followed.
  • Other tasks assigned by manager

Requirements:

  • Bachelor’s degree in Occupational Health and Safety, Environmental Science, Engineering, or related field.
  • Minimum 3+ years of experience in HSQE management in manufacturing or relavant field
  • Experience on ISO 9001/14001/45001 or equivalent. NEBOSH is considered as a benefit.
  • Experience on internal audits
  • Strong knowledge of local HSQE legislation and standards
  • Good communication, leadership, and problem-solving skills
  • Ability to drive cultural change and implement effective management systems
  • Strong analytical and organizational skills
  • Good interpersonal and influencing abilities
  • Detail-oriented with a proactive mindset
  • Commitment to sustainability and continuous improvement
  • Ability to manage multiple projects and deadlines simultaneously
  • Must be able to work and communicate effectively with various departments and employees
  • Able to set priorities, multitask, delegate and motivate personnel
  • Good knowledge of Microsoft Excel and Word
  • Understanding of ERP system

  • Good English and Finnish language skills
