JOB SUMMARY
Under general direction, the Budget Manager plans, organizes, and oversees the development, implementation, and administration of the City’s annual operating and capital budgets. This position manages the budget process citywide, provides strategic financial analysis and forecasting, and ensures compliance with applicable laws, regulations, policies, and best financial practices. The Budget Manager works closely with executive leadership, department directors, and finance staff to align financial resources with the City’s strategic priorities, service delivery goals, and long-term fiscal sustainability. Responsibilities include budget preparation and monitoring, revenue and expenditure analysis, multi-year financial planning, performance measurement support, and preparation of reports and presentations for City leadership, the City Manager’s Office, and City Council. This role also supports continuous improvement in budget processes, transparency, and organizational decision-making through data-driven financial management.
ESSENTIAL RESPONSIBILITIES- Assists departments in the preparation of annual budgets, proposes budget amendments, adjustments, and transfers when necessary;
- Oversees and manages the development of the annual budget document and submission for award consideration to the GFOA;
- Presents budget amendments to City Council for approval;
- Monitors revenues and expenditures for alldepartments and provides department heads and board/commission members with information that will enable them to make fiscally responsible decisions;
- Develops and/or enhances models and analytical tools for short-term and long-term financial planning and forecasts related to revenues and expense;
- Analyzes impact of City revenue sources on current and future budgets and proposes recommendations for adoption by City Council;
- Conducts financial and budgetary policy research and development and develops, recommends, and implements process improvement in relation to the City’s budget policies and procedures;
- Oversees the update of the Truth-in-Taxation calculations for annual city property tax rates and proposes a tax rate to support maintenance and operations and debt service requirements of the City;
- Prepares written reports, graphs, presentations, oral reports, other project support for financial presentations, and presentations for City Council;
- Prepares high-level analysis and reports using spreadsheets and City’s financial system software;
- Prepares cost estimates for citywide personnel salary and benefits, pay plan changes, and public safety meet and confer negotiations;
- Calculate annual rate adjustments for fire protection services for entities that contract with the City (e.g., MUDs and ESDs);
- Oversees and manages the Budget Analyst;
- Oversees and manages the development of the Capital Improvements Plan (CIP) and monitors revenues and expenses for projects approved in the CIP;
- Oversees and manages the development of the Popular Annual Financial Report and submission for award consideration to the GFOA;
- Coordinates and participates in City and other governmental meetings, as necessary, related to grant needs and applications;
- Maintains accounts of all grant funds; assists in budget preparation and analysis; prepares and administers budget in relation to assigned projects;
- Leads citywide special projects as needed, coordinating with City Manager’s Office and other Department Directors
- Attends staff and other appointed board and commission meetings; and
- Performs such other related duties as may be assigned.
Acceptable Experience, Training, Certifications and Licenses

MINIMUM REQUIREMENTS
Bachelor’s Degree in Accounting, Finance, Public Administration or closely related field, plus 4-5 years of related experience. Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Public sector experience preferred.
Valid Texas Class C Driver’s License, with acceptable driving record.
Knowledge, Skills and Abilities:
Knowledge of: generally accepted principles and practices of financial management and municipal government operations and fiscal environment; and Texas laws surrounding Truth-in-Taxation requirements.
Skill/Ability to: work with minimal supervision and self-motivate; demonstrate high-level proficiency in the use of personal computers and computing software, including email, word processing, spreadsheets, PowerPoint, database programs and Internet search engines; demonstrate proficiency in written and oral communication; understand and produce written, graphic and oral instructions, reports, and correspondence; compile and interpret numerical and analytical data and make sound recommendations based upon the data; establish and maintain cooperative working relationships with employees, board/commission members and others; prioritize, problem solve and exercise strong human relations skills; supervise, coach, and train staff; ability to work and communicate effectively with other City employees, management and the public; respond adequately to a variety of financial issues faced by the City; and read and interpret applicable City and departmental policies and procedures.
