The Position

Responsible for planning, organizing, supervising and evaluating the functions and staff within the Crime Scene and Evidence Unit. Key duties include maintaining and safeguarding the integrity of all police-held property and evidence in accordance with State laws, City ordinances, and department policies and procedures.

Essential Duties and Job Responsibilities

  • Directs and oversees operations of the Crime Scene and Evidence Unit to ensure compliance with applicable laws, accreditation standards, and departmental policies.
  • Establishes, implements, and enforces evidence handling, storage, security, and disposition procedures.
  • Supervises and evaluates assigned staff; ensures required training, competency, and performance standards are met and documented.
  • Assigns and monitors work activities to ensure proper evidence collection, processing, and chain-of-custody integrity.
  • Responds to crime scenes to conduct and/or oversee forensic processing and evidence collection in accordance with established protocols.
  • Ensures proper intake, packaging, labeling, documentation, and Records Management System (RMS) entry for all submitted property and evidence.
  • Maintains accountability and security controls for all police-held property and evidence from receipt through final disposition.
  • Verifies compliance through periodic inspections, documented inventories, audits, and barcode tracking controls; coordinates accreditation and compliance reviews.
  • Authorizes and documents evidence release, transfer, conversion, and destruction pursuant to court orders and statutory requirements.
  • Prepares and provides evidence and records for court, discovery, open records, and authorized interagency requests; testifies regarding chain of custody when required.
  • Coordinates with prosecutors, laboratories, and partner agencies to verify case status and evidence processing requirements.
  • Develops, updates, and delivers training on evidence and property control procedures and compliance requirements.
  • Maintains required records, reports, and audit documentation supporting accreditation standards.
  • Oversees procurement and control of evidence packaging, supplies, and specialized equipment.
  • Monitors professional standards, regulatory updates, and best practices in evidence and property management and implements procedural improvements.
  • Performs such other related duties as assigned.

Acceptable Experience, Training, Certifications and Licenses

  • Bachelor’s Degree in Forensic Science or related field AND
  • At least two (2) years of experience in a law enforcement environment, including experience in evidence and property management; OR,
  • Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
  • Valid Texas Driver’s License
Current certifications or training in the following preferred:
Texas Association of Property and Evidence Inventory Technicians (T.A.P.E.I.T.) or International Association of Property and Evidence (I.A.P.E) certification and/or active membership or the equivalent of another state

Forensic Photography Certification I; Basic Criminal Investigation Certification; Crime Scene Investigation Course; Blood Stain Pattern Analysis Course; Shooting Reconstruction Course; Basic Crime Scene Reconstruction Course; and any Death/Homicide Training Courses.

  • Occupational safety principles and hazard awareness in controlled evidence environments
