JOB SUMMARY
Under the direction of the GIS Manager, the GIS Analyst will work both independently and collaboratively to maintain business-essential geospatial data for the City of Cedar Park. This role supports a wide range of departments, including:
City Manager's Office, City Secretary, Communications & Engagement, Development Services, Economic Development & Tourism, Engineering & Capital Projects, Finance, Fire Department, Homeland Security & Emergency Management, Information Technology, Library, Municipal Court, Parks & Recreation, Police Department, Public Works, and Utility Billing.
The GIS team is responsible for maintaining and enhancing core datasets such as the Esri Parcel Fabric, Utility Networks, Street Networks, and other features critical to city operations. Responsibilities include the full scope of data lifecycle management—digitizing, updating, migrating, and performing quality assurance—to ensure data accuracy and integrity. In addition, the GIS Analyst will produce standard geospatial products, including static maps, interactive web maps, and GIS applications, to support decision-making and public engagement across departments.
This position serves as the primary GIS point of contact for the Public Works department. Key responsibilities include:- Digitizing and managing as-built drawings to ensure accurate and up-to-date geospatial records.
- Researching and retrieving existing as-built documentation to support infrastructure projects.
- Performing quality assurance on GIS datasets related to: Stormwater Collection, Wastewater Collection, Water Distribution, Streets, Signs, Traffic Control, Traffic Lights
- Collaborating with peer Geospatial Analysts and Applications Analysts to leverage geospatial data in support of enterprise asset management and operational efficiency.
Additionally, this role works closely with Public Works staff to identify and implement process improvements using geospatial data and applications.
ESSENTIAL JOB FUNCTIONS:
- Enters spatial data using established workflows and methods, including coordinate geometry (COGO), digitizing, and geo-referencing design plans, record surveys, and historical maps into the GIS database.
- Researches, reviews, and interprets land surveys, plats, and other legal documents, and incorporates as-built drawings into the GIS database by geo-referencing and linking them to relevant features.
- Produces custom maps using the Esri ArcGIS software suite to support departmental needs.
- Performs spatial analysis and geoprocessing tasks using Esri ArcGIS tools to generate spreadsheets, data tables, statistics, and reports.
- Creates and maintains static geometric networks for all utility systems and performs regular diagnostic maintenance to ensure accuracy.
- Assigns and updates addresses in accordance with National Emergency Numbering Standards for Next Generation 9-1-1, GeoMSAG standards, and the City’s address grid; notifies appropriate stakeholders and governing bodies of changes.
- Performs editing and maintenance of GIS datasets using Esri’s Parcel Fabric, including updates to subdivisions, parcels, zoning, land use, and other layers.
- Verifies the accuracy and completeness of spatial data using GIS, GPS, aerial imagery, and other sources, applying established quality control procedures.
- Responds to data requests and inquiries from internal departments, external agencies, and the public.
- Prepares high-quality paper, digital, and online mapping products to meet the needs of City departments and public-facing applications.
- Maintains and continually updates knowledge of GIS principles, tools, and best practices; stays informed on emerging trends in GIS, database design, and related technologies.

Acceptable Experience, Training, Certifications and Licenses

MINIMUM REQUIREMENTS
Bachelor’s or Associate’s degree in Geographic Information System Science, Planning, Geography, or in a field related to the work from an accredited college or university, plus a minimum of one (1) to three (3) years of related GIS experience; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Valid Texas Driver's License with an acceptable driving record.KNOWLEDGE, SKILLS & ABILITIES:
Knowledge:- Principles of geographic information science and GIS technology
- GPS receivers and skill in their use for data collection
- Theory of GPS satellite constellation signalization and GPS receivers, field data-collection computers, and data post processing skills.
- Principles of data entry, including data digitizing and geo-referencing map plans from aerial imagery.
- MS Word, Excel, and Outlook are essential
- Organizational skills.
- GIS software; Esri ArcMap, ArcGIS Pro, AGOL etc
- Integrate and work with As-built data in Esri ArcMap and ArcGIS Pro
- Excellent oral and written communication skills.
- Organize work, establishes priorities, meet deadlines, and follow up on assignments with a minimum of direction
- Work and maintain reliable full-time attendance.
- Maintain good interpersonal and communication skills to deal with the public.
- Operate devices such as scanners, printers, and large format plotters
- Express ideas clearly and concisely, both verbally and in writing
