The Position

Job Summary
Under the direction of the Utility Engineering Services Manager, the Utility Engineering Associate will review commercial and residential development plans to ensure compliance with utility standards, manage permitting for the City’s right-of-way, and provide technical services in the City’s Public Works Department.
Job Responsibilities
- Reviews commercial and residential subdivision plats and construction plans for compliance with City Codes and Ordinances.
- Conducts periodic field inspections for all projects being reviewed and under construction.
- Prepares written technical comment letters for reviews of development applications.
- Provides information to the public concerning engineering issues in person and on the telephone concerning subdivisions and site development engineering and planning requirements, water and wastewater utilities, development permits, and other Engineering issues.
- Reviews utility design calculations for right-of-way, subdivision and site development plans.
- Maintains assigned portions within the computer-based tracking system (MyGovernmentOnline) to show status of all city plat, subdivision, building permit and construction plan submittals.
- Conducts commercial and subdivision development review, including but not limited to, reviews of subdivision plats, construction plans site development plans, and traffic impact analyses for compliance with City Codes and design criteria.
- Coordinates with various departments and communications companies to implement wireless infrastructure systems which maintains the character of the community.
- Assists with management of the public right-of-way through various permitting processes, project development, and site reviews.
- Attends staff, internal and external meetings and predevelopment meetings; and
- Coordinates and processes easement dedications, vacations/releases and encroachment agreements

Required Qualifications
Education & Experience:
- Bachelor's Degree from an accredited college or university in a related field or any equivalent combination of experience and training which at the discretion of the City provides the required knowledge, skills, and abilities.
- 1 year of prior work experience in a professional environment (preferred).
Knowledge, Skills & Abilities (KSA)
Knowledge of:
- Application requirements to perform job responsibilities.
- Practices delivering professional and responsive customer service.
- Construction drawings, symbols, and standard engineering abbreviations.
- Basic principles of municipal utilities, civil engineering, and land development.
Skills and Abilities:
- Establishing and maintaining collaborative working relationships with internal and external teams.
- Communicating clearly and effectively, both orally and in writing.
- Analyzing data, identifying issues, and recommending solutions.
- Organizing, prioritizing, and managing multiple tasks in a fast-paced environment.
- Learn and apply Cedar Park development ordinances.
- Public Works Utility Policy and Specifications, and City of Austin construction standards.
- Read, interpret, and evaluate subdivision plats, site plans, and construction drawings.
- Operate computers and standard office equipment.
- Utilize relevant software for records and analysis.
- Maintain accurate records, organize project documentation, and meet deadlines.
Work Conditions
Physical Demand:
- Ability to lift and carry up to 50 pounds regularly.
- Ability to frequently drive between local sites for meetings.
- Frequent standing, walking, bending, stooping, and kneeling.
- Sufficient vision, hearing, and speech to perform assigned duties safely.
Environmental Demand:
- Work will primarily be in a climate-controlled office setting with frequent visits to other Cedar Park offices and job sites.
- Work is performed outdoors and indoors in all weather conditions, including extreme heat, cold, rain, and wind.
- Work in and around traffic, construction zones, and excavation sites.
- Exposure to a variety of chemicals, including water treatment chemicals, fuels, lubricants, and cleaning agents, with proper PPE required.
