The Position

JOB SUMMARY

The City of Cedar Park is seeking a forward-thinking and collaborative GIS & Applications Manager to lead the City’s enterprise Geographic Information Systems (GIS) and business application platforms. This hybrid leadership role is responsible for overseeing the development, implementation, and support of GIS technologies and core software systems that enhance city operations and service delivery.

The ideal candidate will bring technical expertise, strategic vision, and strong project management skills to modernize systems, improve business processes, and foster innovation through data-driven solutions.

Essential Duties and Responsibilities:

Leadership & Strategy

  • Develop and execute the strategic roadmap for GIS and enterprise applications in alignment with City goals.
  • Lead and supervise GIS analysts, developers, and application support staff.
  • Serve as the primary liaison between IT, city departments, and software vendors.
  • Drive continuous improvement and digital transformation initiatives across departments.

GIS Management

  • Oversee the administration of the City’s enterprise GIS platform (ArcGIS Enterprise, ArcGIS Online, etc.).
  • Collaborate with city departments to identify GIS needs and deliver data-driven solutions.
  • Manage spatial data standards, quality control, and GIS integration with city systems (e.g., asset management, permitting, utilities).
  • Support GIS-based applications for mobile data collection, dashboards, public maps, and emergency response.
  • Stay current with GIS industry trends, tools, and best practices; recommend technology upgrades and innovations.

Applications Management

  • Oversee the implementation, support, and lifecycle management of business-critical software (e.g., ERP, permitting, asset management, utility billing, document management).
  • Lead business analysis and process improvement initiatives in collaboration with city departments.
  • Manage system upgrades, vendor relationships, integrations, and end-user training/support.

Project & Team Oversight

  • Manage enterprise IT projects involving cross-functional teams.
  • Establish project plans, schedules, and budgets for GIS and applications projects.
  • Supervise and mentor team members, ensuring skill development and performance accountability.

Acceptable Experience, Training, Certifications and Licenses

MINIMUM REQUIREMENTS

Education & Experience:

  • Bachelor’s degree in Information Technology, Computer Science, GIS, Geography, or a related field. Five (5) years of progressively responsible experience in GIS, enterprise applications, or IT systems. Two (2) years of experience in a supervisory or management role. Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
  • Experience in a municipal or government setting is strongly preferred.

Certifications (Preferred):

  • GIS Professional (GISP)
  • PMP or similar project management certification
  • Microsoft, Esri, or ITIL certifications are a plus

Knowledge, Skills and Abilities:

  • Strong knowledge of GIS technologies (Esri ArcGIS Enterprise, ArcGIS Pro, ArcGIS Online).
  • Familiarity with enterprise applications such as ERP, CMMS, land management systems, or permitting platforms.
  • Experience with system integration, APIs, scripting, web GIS development, and relational database management (SQL Server, PostgreSQL).
  • Excellent communication and interpersonal skills with ability to lead cross-functional teams.
Strong analytical, project management, and problem-solving capabilities.

ORGANIZATIONAL RELATIONSHIPS
Reports to: Information Technology Director
Directs: This is a supervisory position
Other: Works closely with City departments, co-workers, general public, and representatives of various organizations and agencies.
