The Position

JOB SUMMARY

The Accountant / Sr. Accountant oversees the accounting for Brushy Creek Regional Utility Authority (BCRUA), a collaborative effort between the cities of Cedar Park, Round Rock and Leander which resides with the City of Cedar Park Finance Department. Work includes but is not limited to general ledger accounting and reconciliation; fixed asset and purchasing system maintenance; records maintenance; coordinating the external audit; and financial reporting.

ESSENTIAL JOB FUNCTIONS:

BCRUA Job Functions:

  • Oversee the accounting for Brushy Creek Regional Utility Authority (BCRUA), to include, but not limited to reviewing entries, bank and financial statements, assisting with external audits and reconciling investment accounts;
  • Prepares monthly budget to actual reports for and attends BCRUA Finance committee meetings;
  • Reconciles various general ledger payable and receivable accounts;
  • Prepares complex year-end analysis and prepares related accrual and true-up journal entries;
  • Assists in the preparation of the Annual Financial Report for the BCRUA;
  • Prepares, reviews and posts journal entries;
  • Oversees the BCRUA’s capital assets and reconciles the capital outlay accounts accordingly;
  • Reconciles pooled cash and various bank accounts;
  • Prepares and processes purchase orders as needed;[ES1]
  • Records and tracks investment activity and prepares monthly and quarterly investment reports;
  • Prepares various financial reports, statements, and related notes;
  • Assists external audits and prepares PBCs (prepared by client schedules and information) requested by the auditors;
  • Assists with budget preparation, including compiling worksheets, generating monthly reports, and monitoring expenditures and determines budget allocations within the BCRUA departments
City of Cedar Park Job Functions:
  • Assists in the preparation of the Annual Comprehensive Financial Report (ACFR), including related notes and schedules for the City of Cedar Park’s financial statements;
  • Works with departments to maintain Accounts Receivable;[ES3]
  • Oversees Property Management accounting process and coordinates reporting requirements with 3rd party manager;[ES4]
  • Prepares, reviews and posts journal entries;
  • Conducts annual inventory of capital and fixed assets;
  • Oversees the city’s capital assets and reconciles the capital outlay accounts accordingly;
  • Reconciles various bank accounts including the utility bank accounts and asset retainage accounts;
  • Assists with capital improvements project management and monitors capital improvement project expenditures;
  • Responds to public, department head, city employee, and vendor inquiries;
  • Assists external audits and prepares PBCs (prepared by client schedules and information) requested by the auditors;
  • Assist City Manager, Finance Director, and/or Accounting Manager with various special projects as needed; and
  • Performs such other related duties as may be assigned.

Acceptable Experience, Training, Certifications and Licenses

MINIMUM REQUIREMENTS TO PERFORM WORK:

Accountant

Bachelor's Degree in Finance/Accounting, or a related field, plus two (2) years of accounting experience, preferably including one year in governmental accounting; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Sr. Accountant

Bachelor's Degree in Finance/Accounting or a related field; minimum of three (3) years of accounting experience, preferably including two years in governmental accounting; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Certified Government Finance Officer (or equivalent), preferred. Certified Public Accountant (CPA) preferred.

Knowledge, Skills and Abilities:

Knowledge: payroll activities and related forms; budgeting procedures; purchasing laws and guidelines; generally accepted accounting principles, especially related to governmental finances; and financing techniques for commercial property.

Skill/Ability: prepare budgets and financial statements neatly and accurately; operate standard office equipment, including calculator and computer using standard word processing and spreadsheet software for accounting purposes; establish and maintain effective working relationships with local and state government officials and the general public; demonstrate proficiency in both oral and written communication; and recognize, evaluate, and respond adequately to a variety of financial issues faced by the city.

Reports to: Accounting Manager
Directs: This is a non-supervisory position
Other: Works closely with City departments, co-workers, general public, and representatives of various organizations and agencies.
